Party-Electoral and Institutional Designs in V4/European Countries and Ukraine: Common and Different

Here, attention will be mainly focused on questions about political systems, inter-institutional relations, parties and party systems, elections and electoral systems in European countries, V4 countries and Ukraine. Moreover, the conversation will be about different levels of disclosure of these issues, including national, supranational and subnational (regional and local) ones. The experts from V4 countries will share their opinions on what trends are happening in the party and electoral life of their countries today, whether there are changes in the role and importance of parties. Attention and questions will also be paid to different types of electoral systems at different levels of politics, as well as their political effects. We would also like to talk separately about the choice of an electoral system option for Ukraine at the background of the experience of V4 countries. This will be a question for one of the Ukrainian experts, but also possibly for guests from V4 countries. There will be separate questions about whether there are plans to change the systems of government (parliamentarism or semi-presidentialism) in the countries of the region and whether there are visible modifications of the role of separate political institutions today. It is about the inter-institutional relations in the “president-cabinet/prime minister-parliament” triangle. As of V4 countries as EU members, there will also be a conversation and questions about what multilevel governance is and how it works within the EU, because it is an experience for Ukraine.

Тут основна увага буде зосереджена на питаннях про політичні системи, міжінституційні відносини, партії та партійні системи, вибори та виборчі системи в європейських країнах, країнах Вишеградської четвірки й Україні. Причому розмова стосуватиметься різних рівнів розкриття цих питань, зокрема національного, наднаціонального та субнаціонального (регіонального та місцевого). Експерти з країн Вишеградської четвірки поділяться своїми думками про те, які тенденції сьогодні відбуваються у партійно-виборчому житті їхніх країн, чи відбуваються зміни в ролі та значенні партій. Також буде приділено увагу та питання різним типам виборчих систем на різних рівнях політики і їхнім політичним ефектам. Окремо хочеться поговорити про вибір варіанту виборчої системи для України на тлі досвіду країн Вишеградської четвірки. Це буде питання до одного з українських експертів, але, можливо, і до гостей з країн Вишеградської четвірки. Окремо стоятимуть питання про те, чи планується зміна систем правління (парламентаризм або напівпрезиденталізм) у країнах регіону та чи помітні модифікації ролі окремих політичних інститутів сьогодні. Йдеться про міжінституційні відносини у трикутнику «президент-уряд/прем’єр-міністр-парламент». Щодо країн Вишеградської четвірки як членів ЄС, то також буде розмова і питання про те, що таке багаторівневе урядування і як воно працює всередині ЄС, тому що це досвід для України.
